In response to the social unrest in Peru (December 2022 – March 2023), ProDiálogo and the Citizen Coalition—a non-partisan and pluralistic civic platform—facilitated dialogue among international, national, and regional actors. Despite differing perspectives on the political and social crisis, participants were united in their commitment to dialogue and to upholding democratic values.
This process brought together organizations from across civic, human rights, religious, trade union, academic, and business sectors. Out of this collective trust and analysis came a consensus to launch Listening and Dialogue Forums in the southern Andes (Arequipa, Cusco, Puno, and Ayacucho), a key step toward healing fractured social bonds.
Between July 2023 and August 2024, these forums amplified diverse citizen voices—protesters, victims of rights violations, and those both affected by and opposed to the protests. In total, 1,850 leaders from 45 provinces across the four regions participated.
In Arequipa, the Hay Festival joined as an observer and produced the creative video Nadie Nos Escucha (No One Listens to Us), which captures the testimonies and reflections shared during the forums held on 12–13 July 2023. Against the backdrop of Peru’s political crisis following the removal of former President Pedro Castillo and the arrival of Dina Boluarte as president, these sessions brought together social leaders, industry representatives and citizens from opposing sides of the protests.
The video does not attempt to provide a definitive interpretation. Instead, it seeks to foster collective understanding, encourage genuine democratic dialogue, and contribute to rebuilding trust between citizens and their political representatives.
